They are just tissue paper flowers. You get tissue paper, fold it accordian style, and tie a wire around the middle. Then pull each layer of tissue paper toward the middle, about half way through switch to the other side and pull each layer of tissue to the middle on that side. Now you have your flower. Just tie some clear thread to the middle wire of the flower and hang with a push pin from the ceiling.
